Each year, Oxfordshire County Council produce a document to show how and where they are to use council tax money and the money they get from central government, which has been cut annually for at least 10 years (as at 2018). Areas covered include the community of West Oxfordshire, managing their budget and where they spend money on social care, council services, the capital program, the community, people, economy, communities, county council, (a lot of repetition!), and it explains who does what under council services, district council serviced and parish council responsibilities. All vague enough to give them huge wriggle room during the year.
